In June 2014, during the implementation of the strategy of state antidrug policy of Russian Federation until 2020, launched a new joint project of the Moscow scientific practical center for narcology of the Department of health of the city of Moscow and the Russian Public Organization "Russian narcology League" rehabilitation center "Dobrinka". The project received the support of the Ministry of health of the Russian Federation and the administration of the Lipetsk region.

The main idea of this project was to create an integrated system of drug treatment, which combines the experience of addiction, clinical psychology and public organizations in combating such serious illness as alcohol and drug addiction.
